[Opt-net] Relaunch of SIGOPT website

As the readers of Opt-Net digest may know, this is the  digest of the  
Special Interest Group on Optimization (SIGOPT) of the  DMV.  The  
representation of SIGOPT in the WWW has  now been shifted to the 
university of Trier, which hosts also Opt-Net. The new internet home of 
SIGOPT and Opt-Net can now be found at
