[Opt-Net] New major release 10.0 of the SCIP Optimization Suite

Dear MIP and mathematical optimization community,

A new major release of the SCIP Optimization Suite has been released, 
including GCG 4.0.0, PaPILO 3.0.0, SCIP 10.0.0, SoPlex 8.0.0, UG 1.0.0, 
and ZIMPL 3.7.0. The new release is available in source code or 
precompiled form at

Next to new support for numerically exact and verified MILP solving, 
plenty of new features and other improvements have been added. Read
