[Scip] SCIP version 0.81

Dear colleagues,

the new SCIP version 0.81 was released today. You can download it from
http://scip.zib.de.

The main changes are:
- added two small pricer examples (for C and C++)
- new "implics" presolver that analyzes the implication graph to find
bound changes and aggregations
- stronger support of implication graph, even if probing is turned off
- added cross over primal heuristic (an idea of Ed Rothberg and
(independently) Timo Berthold)
- included version number in binary file name
- tried to make the code Windows compatible (which has to be tested,
thanks to Michael Perregard for this!)
- several bug fixes
