[Scip] Intel-Compiler

Dear colleagues,

Thorsten Koch found a solution to compile SCIP with the Intel compiler version 9.0. Attached are the 
corresponding makefiles that should be copied into the make/ subdirectory of SCIP.

However, we don't know if these makefiles will also work with the 8.1 compiler version.
