[Scip] Stopping at "Good Enough" with scip

Hi Anthony,

maybe setting the stall node limit is what you have in mind, parameter
limits/stallnodes.  Then the solving stops if within the last
limits/stallnodes nodes no improved primal solution was found.

Does that help?
