[Scip] Unecessary SCIP pointers in cons_*.c getter methods

no, not really. I was cleaning up my code and was wondering why I needed
SCIP pointers in certain methods. I stumbled over these methods and was
just curious whether there was a specific reason to keep the pointer
there. It was not meant to sound offending in any case :).
