[Scip] New SCIP version – Documentation

Hi,

great to see that there's a new major release!
But I'm having trouble with the documentation:

- Some links are not working, e.g. http://scip.zib.de/doc/html/lpi_8h.html
- I can't generate the documentation. If I execute make doc in the scip
directory, I get

  Generating the documentation for SCIP 2.1.1 works, so I don't think that
the problem is on my end.
