[Scip] MS Visual Studio Package

Hi Stefan.
The problem was related to linker errors. But I've fixed the problem by adding "filter" to the visual studio environment for each folder in scip source directory and put all source files into the related filter. Now it is working.

can you give us some more details. Do you get any error or warning during the compiling process? Or after starting the binary?
