[Scip] Design choices

I have maintained several software products over more than 10 years
both in C and C++ and I have a clear idea what is more maintainable.

The next challenge I am going to go for will be the DIMACS Steiner Tree
Implementation Challenge: http://dimacs11.cs.princeton.edu/home.html

I will surely participate with a C program using some code that is more
than 15 years old (vintage could say :-) and you are welcome to beat
me with something in the newest C++ style.
