[Scip] forcecut and minefficacy

Could someone give me a bit more detail on the forcecut argument to SCIPaddCut?

If this is set to TRUE, am I right in thinking that the cut is added
to the LP come what may? In particular, is it added even if its
efficacy is below that specified by the minefficacy parameter?
