[Scip] SCIP 3.2 release!

Dear SCIP users,

we are happy to announce that the version 3.2 of the SCIP Optimization Suite
has been released! It contains SCIP 3.2.0, SoPlex 2.2.0, ZIMPL 3.3.3,
GCG 2.1.0, and UG 0.8.0.

The SCIP Optimization Suite 3.2 provides some performance
improvements and many bug fixes.
