[Scip] error extracting scip-3.2.0.tgz

I also confirmed the same behavior on OSX.  It seems that it is the BSD tar
in OSX that gives this error, whereas the same error is not reported by GNU
tar.

I did find that 'gtar' would extract scip-3.2.0.tgz without complaining on
OSX 10.10.  'gtar' can be installed using "brew install gnu-tar", if you
are using homebrew.
