[Scip] AMPL and SCIP

Hi,

I never tried to build the AMPL Interface on Windows, but maybe with 
cygwin you can get lucky.

Before doing make, you should run the get.ASL script and build ASL. See 
the INSTALL file in interfaces/ampl for some more instructions.
