[Scip] SCIP 3.1.21 build error on win 7

Hi,

I have downloaded SCIP source code from

 http://scip.zib.de/download.php?fname=scipoptsuite-3.1.1.tgz

I followed the instructions in INSTALL file.

But, when I ran

   make

in Cygwin 64-bits on win7,

I got error:

    $ make

How to build SCIP on win 7 ?
