[SCIP] installing SCIP at a 64-bit Windows system using Cygwin-64

Thanks a lot.
I did that and now I get this:
$ make
make: *** No targets specified and no makefile found. Stop.
then I tried these:
$ autoconf
autoconf-2.69: error: no input file
$ autoreconf
autoreconf-2.69: 'configure.ac' or 'configure.in' is required
I'm totally confused now. what's the next step?
