[SCIP] Working on Windows

Hello,

One of my colleagues has prepared a document for installing and running
SCIP on MS Windows.
As I could not find such a manual and there were some other people who had
difficulties to use SCIP on Windows, I am sending it along in case some one
needs such a manual.

I hope it is useful.
