[SCIP] Running SCIP with Java on Windows with eclipse

Dear Sam,
there is a bug in GCGs cmake build files. Since, at the moment, GCG does
not compile under Windows, I suggest to disable it by adding "-DGCG=off"
when invoking cmake.
