[SCIP] Running SCIP with Java on Windows with eclipse

Dear Sam,

to be in line with your nick name on Stack Overflow, I am also *being 
serious* for a moment. You probably do not realize that you are 
currently commenting every single action that you conduct in your 
terminal session to a mailing list received by more than 300 researchers 
and SCIP lovers all around the world. Not only that, but you are keeping 
more people busy by posting the same question on Stack, such that every 
single one of us now needs to follow two independent threads.

With CMake, we provide a very flexible, platform-independent way to 
start custom project configuration. We expect a minimum of expertise 
also on your side regarding the environment that you use, even if it is 
Windows, if your project requires that. This includes the industry 
standard tool chain involving CMake, Visual Studio, and Eclipse.
With this expertise, you would have known, for example, that there is no 
need to compile SCIP Opt Suite on your own in the first place. There is 
downloadable installer that contains a scip.dll with everything we can 
currently provide for Windows, which you haven't even tried as far as I 
can tell.
