[SCIP] Seek help on JSCIPOpt

Dear developers:
I used SCIP to complete a non-linear programming program, and now I want to combine SCIP with Java to write a program. But I have tried many methods, and it seems that Windows SDK 8.1 is still missing. I have tried for half a month, to install the  interface of Java or Python, and even cried for that for many times. I hope to get help.
For example, is there a compiled jar package on windows that can be provided to me, or can you guide me step by step.
