[SCIP] Release of SCIP Optimization Suite 7.0.3

Dear SCIP community,

We are happy to announce the beta release of the SCIP Optimization Suite 
7.0.3 <https://scipopt.org/index.php#news> which consists of SCIP 7.0.3, 
GCG 3.0.5, SoPlex 5.0.2, PaPILO 1.0.2, UG 0.9.1 and ZIMPL 3.4.0.

This bugfix release updates the SCIP and GCG modules and includes some 
important bugfixes, also the cmake system has been made more verbose.

We invite you to download the new version and try it out. To help us 
improve even further please let us know if you encounter any major problems.
