[SCIP] Multi-user on Windows Server 2019 via RDS

Hi Tim,

I am certainly not qualified to answer technical questions regarding 
Windows, but if your question is whether SCIP has any kind of license 
restrictions then the answer is no.  It is just an executable and can be 
started as many times as desired.
