[SCIP] Offline Documentation

Hi André,

I think the webpage was down due to maintenance work. It should work 
again now.

But as a hint for the future: If you have doxygen installed, you can 
create a local copy of the documentation by calling "make doc" in the 
main directory of SCIP. The html-files will be produced in "doc/html".
