[SCIP] SCIP 8 now available in SageMath

As of Sage 9.8.beta7, the SCIP Optimization Suite 8.0.x is included as
optional packages scip, soplex, papilo, pyscipopt, scip_sdp.
It builds from source on various Linux distributions and on macOS.
Feedback on our packaging is welcome.
