[SCIP] Does SCIP implement user cuts?

Dear Juan,

Yes, SCIP does implement such a functionality.

You can simply write the cut to a constraint (using e.g. 
SCIPcreateConsLinear() or analogous calls for other constraint handlers).
In your call to SCIPcreateConsLinear, you can set the 'enforce', 
'initial' and 'check' flags to FALSE and the  'removable' and 'dynamic' 
flags to TRUE. The first three options ensure that your constraint is 
not in the initial LP and that it is not enforced or checked for 
feasibility. The last two options ensure that SCIP is free to remove 
your additional constraints. You may want to experiment with these last 
two options to find what works best for your use case. In case you have 
further questions, I recommend to read the documentation of 
SCIPcreateConsLinear().
