[SCIP] SCIP++: new maintainer Tilo Wiedera

Hi everyone,

I am happy to announce that I am back at work and hereby retake the role as maintainer of SCIP++.
I want to thank Tilo very much for stepping in while I was away.

We have some nice ideas for the upcoming versions 1.3 and 2.0.
But of course, we are always happy to receive feedback, ideas, and contributions.
