[SCIP] SCIP++: new maintainer Tilo Wiedera

Hi SCIP- && C++-fans,

I have to step back from my role as maintainer of SCIP++ (https://github.com/scipopt/SCIPpp), hopefully just for 7 months.

I am very happy and grateful that

from now on maintains SCIP++.
