[SCIP] debugsol mechanism using PyScipOpt

Hi SCIP users and devs,

does anybody know how the debug solution mechanism can be used via 
PyScipOpt?

In addition, I had trouble building PyScipOpt in debug mode. My local 
pip does not have the "--install-option" mentioned in the docs
https://pyscipopt.readthedocs.io/en/latest/build.html#build-with-debug
Instead, I just modified setup.py to always pass the -UNDEBUG flag.

However, my script using PyScipOpt does not invoke the debugsol feature, 
whereas this works with the binary from the SCIP debug build that is 
also used by PyScipOpt.
