[Scip] Different solutions from scip+clp and scip+spx

Hi Bahador,

the CLP interface makes a lot of troubles. We fixed already a bunch of bugs 
w.r.t. CLP. 

Thanks for sending us an instances which produces SCIP clp bug. We check if 
that bug is already fixed.
