[Scip] Error compiling gcg

Hi,
GCG is supposed to be used with SCIP 3.0, as far as I know.
The easiest is to get the SCIP Optimization Suite 3.0 from
http://scip.zib.de/download.shtml. This already includes GCG.
Note, that the ZIB Optimization Suite has been renamed to SCIP
Optimization Suite.
