[Scip] Error reading CIP file

Hi Victor,

the only currently possible way is to use the debugging output in 
reader_cip.

By chance, I just had a similar proble, and I have just added some more 
error messages that indicate the error when reading CIP-files. This 
should then be available for the next release.
