[Scip] Error reading CIP file

Hi Victor,

you can try to add "#define SCIP_DEBUG" as the first line of the
reader_cip.c file. This might help you to determine the error.

Can you provide us with such an instance. (If you do so, please mail this
instance directly to me.)
