[Scip] error of building SCIP in cygwin on win 7.

Hi,

I would like to call SCIP from C# in visual studio 2013 on win 7.

I have downloaded SCIP from
http://scip.zib.de/download.php?fname=scipoptsuite-3.1.1.tgz

I am trying to build it in cygwin on win 7.

But I got error:

I am new to SCIP.
