[Scip] error of building SCIP in cygwin on win 7.

Hi,

unfortunately, the SoPlex sub-makefiles for cygwin on 64 bit machines is 
missing in our latest distribution.
You should be fine be simply duplicating the file 
'make/make.cygwin.x86.gnu.opt' as 'make/make.cygwin.x86_64.gnu.opt' 
within the directory 'soplex-2.0.1'.
In case you want to compile in debug mode, you need to do the same for 
the file 'make/make.cygwin.x86.gnu.dbg'.
