[Scip] setting lower/ upper bound halting condition

Hi Chivalry,

The parameter is called "limits/objective", see also 
http://scip.zib.de/doc/html/PARAMETERS.php.  For simple question, it is 
helpful (and chivalrous) to consult the online documentation first, it 
should get you a long way, even if it is not perfect.
