[SCIP] CIP format

Is there a formal definition of what constitutes a correctly formatted CIP
input file? It would also be useful to have a list of the ".cip"
representations of the current set of SCIP constraint types.

At present I am extrapolating from looking at particular CIP input files
and looking at the source of the various constraint handlers. Such an
approach is prone to errors, so if there's anything else that would be
useful.
