[SCIP] UG Windows CMake English

Hello Lukas Schaefer,

unfortunately we do not yet provide a CMakeLists.txt for UG, but that
might change in one of the next releases.

If you should write a functioning CMakeLists.txt for UG, then we would
be happy if you contribute that to UG.
