[SCIP] How to get started?

Hi Nitkin,

I would be interested in your experience compiling it yourself.  I too use
windows and Gurobi, and would like to use SCIP.  I am interested in
modeling with the PySCIPOpt as the syntax looks very similar to gurobipy.
