[SCIP] Parameter setting when using with SCIP and AMPL

Hi,

if there is a file scip.set in the directory from where SCIP is run, 
then it should read that one as SCIP parameters file.

If you run the scipampl binary directly on a .nl file, then you can pass 
a name of a SCIP parameters file as additional argument to the call of 
the executable.

The SCIP/AMPL interface does not yet support retrieving options from 
AMPL directly (i.e., option statement in AMPL).
