[SCIP] ARM64

Hi,

there is a translation from aarch64 to arm in make/make.detecthost 
(https://github.com/scipopt/scip/blob/v804/make/make.detecthost#L41), so 
I don't see how your colleague would get this.
Adding ARCH=arm to the call of make could help.
