[Scip] Generation of blk and dec files

For the LP files which are shipped with the distribution, try the
following:
read your_file.lp
detect
display decomposition
magic, eh? ;-)

There is an important difference: DEC list the constraint names, BLK
files list the variable names. The first format is more natural.
Concerning 1) I do not have an answer.
