[Scip] Scip under windows

Dear both

I am using it without any issue in VS 2010 and 2012.
Does not really need to resort to cygwin or anything similar, and can mak
use of all debugging features of VS.
Clearly, that comes with the price of disabling some feastures, which I
believe not being vital.

NO_SIGACTION;WIN64;_LIB;WITH_SCIPDEF;strtok_r=strtok_s;rand_r=rand_s;NO_NEXTAFTER;NPARASCIP;ROUNDING_MS;_CRT_SECURE_NO_WARNINGS
