[SCIP] JSCIPOpt - new SCIP Java interface

Dear SCIP users,

following our effort to externalize SCIP interfaces, we have added the
Java interface to our github repository:

         https://github.com/SCIP-Interfaces/JSCIPOpt

The new interface is generated with the Simplified Wrapper and Interface
Generator (www.swig.org) which allows us to customize and extend the
interface more easily. We added some basic Java classes to the interface
for a more comfortable use.

Please feel free to test, use, and contribute to the interface.
