[SCIP] Binary for ARM architecture

Dear Barry,

I think PaPILO depends on libraries that are not cross-platform, it will be
a mid-term goal to make it compile everywhere. In the meantime for Mac ARM,
compiling with PaPILO off should work?

Let us know if it doens't.
