[SCIP] PySCIPOpt with SCIP 9

Hi everyone,


We just released PySCIPOpt 5.0 on github and pypi. Installing PySCIPOpt 5.0 from pypi, i.e. through pip install, will also install SCIP 9 so there is no need to manually link PySCIPOpt against your SCIP installation.
